Dr. Raymond E. Smith Jr.

Executive Director

Dr. Raymond E. Smith Jr. brings over three decades of leadership in education, public safety, nonprofit management, and state government to the Wayne and Lenoir County Structured Day Program. A U.S. Army veteran and former North Carolina State Representative, Dr. Smith has dedicated his career to advocating for at-risk youth and building effective alternatives to juvenile justice involvement.

His experience includes serving as Vice Chairman of the Wayne County Board of Education, founding Safe Space for Youth, Inc., and leading Smith & Smith Consulting LLC, where he advises on education policy, workforce development, and youth violence prevention. A former middle school teacher and school district administrator, Dr. Smith played a key role in establishing Wayne County’s first alternative school.

Dr. Smith holds a Doctor of Education from Fayetteville State University, a Master of Public Administration from North Carolina Central University, and a Bachelor of Science in Supply Chain Management from North Carolina A&T State University.

He remains deeply committed to helping young people reach their full potential through structure, accountability, and compassion.

Why This Work Matters to Me

My passion for programs like the Structured Day Program is rooted in both personal experience and professional mission. I’ve seen firsthand—through my work as a teacher, school board leader, and legislator—how structure, mentorship, and targeted intervention can completely change the trajectory of a young person’s life.

As someone who grew up in a tight-knit community, I understand how systems can either support or fail our youth. I’m committed to ensuring we provide every young person with the tools, guidance, and environment they need to make better choices and become productive, empowered members of our community. I believe deeply in second chances—and in building bridges, not barriers, to opportunity.
